Charger stays green

Hello,
When we connect one of the batteries to the charger, the charger displays green, like it is fully charged. However we know from the actiview window that it isn't. The charger isn't damaged because it charges the other battery we have fine. I read the following post, and a new internal battery was purchased:

However the problem still persists. If we run the battery down so it displays less than 2 bars on the actiview software, after a few repeated attempts the charger will recognise that the battery needs charging, and start to charge it. we thought it might be due to it being new and thought that after a few charges this would rectify itself but it hasn't.
Any advice you could give on this matter would be most appreciated.
